Cal OES Seeks Requests for Proposals for $3M For Victim Legal Assistance

The California Governor’s Office of Emergency Services (Cal OES), Victim Services & Public Safety Branch, Human Trafficking Unit, is pleased to announce the release of the Request for Proposals (RFP) for the Victim Legal Assistance Program (KL) for 2018-19.  The purpose of the KL Program is to increase the availability of holistic civil and criminal legal assistance needed to effectively aid adult and youth victims of crime who are seeking relief in legal matters relating to that crime at no cost to the victim.  Funds may not be used to provide criminal defense services.

The VOCA Formula Grant Program supports eligible crime victim assistance programs to: 1) respond to the emotional and physical needs of victims of crime; 2) help primary and secondary victims of crime to stabilize their lives after a victimization; 3) help victims of crime understand and participate in the
criminal justice system; and 4) provide victims of crime with a measure of safety and security. Crime victim is defined as any person who has suffered physical, sexual, financial, or emotional harm as a result of the commission of a crime.

Approximately $3,000,000 is available for the KL Program through Victims of Crime Act Victim Assistance Formula Grant Program funds.  Applicants may apply for up to $200,000 for a 12-month Grant Subaward performance period beginning January 1, 2019, and ending December 31, 2019.  To be considered for funding through the KL Program, the proposal package must be received or postmarked by Friday, October 19, 2018.

One original and three copies of the proposal must be delivered to Cal OES by the date and time below. Submission options are: regular or overnight mail postmarked by Friday, October 19, 2018, or hand delivered by 5:00 pm on Friday, October 19, 2018, to:
